Oxford will go live with a temporary congestion charge for cars from 29 October 2025.
This charge is being introduced as an interim measure while roadworks (notably Botley Road closure) delay the implementation of the permanent traffic filter scheme.
Once active, the scheme will use ANPR (automatic number-plate recognition) cameras at six charge locations. Cars passing those points without a permit will face a daily charge.
The charge applies to M1 vehicles (cars and motorhomes). Vehicles without permits will be charged £5 per day.
When live, the charging hours will mirror those proposed for the traffic filter scheme:
In Caura, you can pay for yesterday's, today's or tomorrow's travel. Vehicles without permits will be charged £5 per day.
You’ll be charged only once per day, regardless of how many times you pass charge locations.
Automatic Number Plate Recognition (ANPR) cameras check every vehicle passing through an Oxford Congestion Charge location.
If you drive through one of these locations without a valid permit, you must pay the daily £5 charge.
If you do not pay, you will receive a £70 fine, issued by Oxfordshire County Council.
Fines are issued to the registered keeper of the vehicle, and all enforcement is managed via ANPR camera evidence.

Drivers passing through any of these locations during charging hours (and without a permit) will incur the £5 charge.
Most of Oxford will remain accessible without charge by choosing alternate routes that avoid these camera point, except for the central permit area, which may require passing Hythe Bridge or Thames Street to access
Advance warning signs will be installed to alert drivers approaching charge locations.
The charge locations correspond to major streets (Hythe Bridge, St Cross etc.), so if your route includes those, you may be entering a charge point.
There are no physical barriers and detection relies on ANPR cameras, so it's worthwhile checking your route.
