What is the Oxford Congestion Charge?

Oxford will go live with a temporary congestion charge for cars from 29 October 2025.

This charge is being introduced as an interim measure while roadworks (notably Botley Road closure) delay the implementation of the permanent traffic filter scheme.

Once active, the scheme will use ANPR (automatic number-plate recognition) cameras at six charge locations. Cars passing those points without a permit will face a daily charge.

The charge applies to M1 vehicles (cars and motorhomes). Vehicles without permits will be charged £5 per day.

What are the Oxford Congestion Charge Operating Times?

When live, the charging hours will mirror those proposed for the traffic filter scheme:

  • Hythe Bridge Street (Monday - Sunday, 7am - 7pm)
  • St Cross Road (Monday - Sunday, 7am - 7pm)
  • St Clement's Street (Monday - Sunday, 7am - 7pm)
  • Thames Street (Monday - Sunday, 7am - 7pm)
  • Marston Ferry Road (Monday - Saturday, 7am - 9am & 3pm - 6pm)
  • Hollow Way (Cowley) (Monday - Saturday, 7am - 9am & 3pm - 6pm)
How much is the Oxford Congestion Charge?

In Caura, you can pay for yesterday's, today's or tomorrow's travel. Vehicles without permits will be charged £5 per day.

You’ll be charged only once per day, regardless of how many times you pass charge locations.

Are there penalties for Oxford Congestion Charge?

Automatic Number Plate Recognition (ANPR) cameras check every vehicle passing through an Oxford Congestion Charge location.

If you drive through one of these locations without a valid permit, you must pay the daily £5 charge.

If you do not pay, you will receive a £70 fine, issued by Oxfordshire County Council.

  • The fine is reduced to £35 if you pay within 14 days
  • If you fail to pay the fine within 28 days, the amount increases to £105

Fines are issued to the registered keeper of the vehicle, and all enforcement is managed via ANPR camera evidence.

To avoid penalties, always check if your journey passes a congestion charge point and pay promptly, or apply for a free permit if you’re eligible.

Are there discounts and exemptions?

Yes, there are a number of exemptions and passes that may apply.

Exemptions and vehicle types:

  • The scheme only applies to cars and motorhomes (vehicle class M1). You can check if you're exempt in Caura.
  • Electric vehicles are not exempt
  • Certain cars may be exempt or eligible for permits under special categories e.g. Emergency services, military vehicles, or highway and utility works in certain circumstances

Permits, day passes and discounts may be available to:

  • Residents
  • Blue Badge holders and disabled tax class vehices
  • Community health / care workers
  • Unpaid carers
  • Frequent hospital patients

All permits and day passes will be free to eligible users. Check directly with Oxfordshire County Council if you think you may be eligble for a permit.

Where does the Oxford Congestion Charge cover?

The charge will be enforced at six fixed camera locations in Oxford. These are the same points planned for Oxford’s traffic filter scheme:

  • Hythe Bridge Street
  • St Cross Road
  • St Clement’s Street
  • Thames Street
  • Marston Ferry Road
  • Hollow Way (Cowley)

Drivers passing through any of these locations during charging hours (and without a permit) will incur the £5 charge.

Most of Oxford will remain accessible without charge by choosing alternate routes that avoid these camera point, except for the central permit area, which may require passing Hythe Bridge or Thames Street to access

How do I know if I'm about to drive into the Oxford Congestion Charge zone?

Advance warning signs will be installed to alert drivers approaching charge locations.

The charge locations correspond to major streets (Hythe Bridge, St Cross etc.), so if your route includes those, you may be entering a charge point.

There are no physical barriers and detection relies on ANPR cameras, so it's worthwhile checking your route.

How do I pay the Oxford Congestion charge with Caura?
